Common Areas and Boats
Taking a boat ride on our lakes is a fun event. This is a great way to enjoy our neighborhood. Many residents have paddle boats, canoes, kayaks, row boats and electric-powered boats. As our community grows, so do the number of boats docked around the lakes, including a number of boats docked at the common areas. Use of the common areas does allow residents who do not live on the lakes an opportunity to enjoy the lakes. Each of us who has a boat on the lakes has a responsibility to maintain our boat and help keep it an attractive part of the community.

In the past couple years, several boats have broken loose from docks and floated around the lakes or become entangled on docks or walkways. In some cases, the owners have been located and the boat retrieved for use on another day. But, a few owners have never been located or boats never claimed and these have been hauled out of the lake for disposal. Too, some boats have not been properly maintained becoming dirty, filled with water and nearly sinking into the lake.
The “Declaration of Covenants, Conditions and Restrictions” contains minimal requirements – (1) only boats which are not internal combustion engines are allowed and (2) any boat used on the lake must be approved by the HOA in advance of such boat being launched on the lake. It is this latter requirement where the HOA and boat owners have not done a very good job of protecting our community. Many boats are on the lake without prior written approval.
So, to help ensure we continue to keep our community at its very best, the requirements will need to be followed. Here again are the requirements”
- only boats which are not internal combustion engines are allowed;
- any boat used on the lake must be approved in writing by the Windsor Park Lakes Homeowners Association, Inc. in advance of such boat being launched on the lake.
If you are planning to purchase a boat, remember to obtain prior approval.
Now, for everyone who already has a boat on the lake, the following is requested: please contact SCS Management Services, Inc. by October 31, 2007 providing information on each of the boats you now have for use on the lakes.
Why?
- this will allow each boat to be registered in the name of the resident;
- a numbered sticker will be issued to each registered owner and each boat owner is asked to place the sticker on the back of the boat, regardless of type. Then, if a boat happens to break loose, it can be identified by the sticker number and the owner notified. Or, if a boat is not properly maintained, the owner can be notified.
As new requests are approved, boats will be registered and numbered stickers issued to the boat owner.
Yes, it is just one more thing to do, though not a hard thing. And, this will help keep our community at its best. This is what we all want.
One added point, any resident who does have a boat at a common area, please be sure that it is not blocking the dock or area around the dock for use by other residents.
